Kenya Deepens Climate Leadership Through Innovation, Inclusion, and Integrated Action at the 2025 Climate Action Summit
Kenya reaffirmed its continental leadership in climate governance and sustainable innovation at the 2025 Climate Action Summit held at the Kenya School of Government under the theme “Sustainable Innovation for Inclusive Growth and Development.”
The Summit brought together Cabinet Secretaries, Governors, Ambassadors, legislators, development partners, youth leaders, and innovators united by a shared mission—to transform climate ambition into tangible impact for communities across Kenya and the African continent.
Kenya continues to lead Africa in climate governance, underpinned by the Climate Change Act (2016), ambitious Nationally Determined Contributions (NDCs), and its continental leadership at the Africa Climate Summit (ACS 2023). The Nairobi Declaration adopted at ACS 2023 called for a decisive shift from ambition to implementation. Building on this momentum, the 2025 Climate Action Summit serves as a catalytic platform to strengthen whole-of-government delivery systems and reinforce Kenya’s leadership ahead of COP30 and COP31.
In her keynote address, Dr. Deborah Mlong’o Barasa, Cabinet Secretary for Environment, Climate Change and Forestry, described climate change as “one of the most defining challenges of our generation—testing the resilience of our institutions, economies, and communities.” Yet, she emphasized, the crisis also presents “immense opportunities for innovation, green growth, and social transformation.”
Dr. Barasa underscored that Kenya’s climate response is deliberate, strategic, and deeply embedded in law and governance. Guided by the Climate Change (Amendment) Act, 2023 and the National Climate Change Action Plan (NCCAP III), Kenya continues to advance the implementation of the Nairobi Declaration’s vision by deepening integration of climate action at both national and subnational levels.
She cited several milestones that demonstrate Kenya’s leadership: the devolution of climate action through the establishment of the Climate Change Fund and National Carbon Registry, the mobilization of over KES 32 billion through the Financing Locally Led Climate Action (FLLoCA) programme to support county-based adaptation projects, and the scaling up of nature-based enterprises targeting 500,000 green jobs by 2030, especially for women, youth, and persons with disabilities. She also celebrated the progress of the 15 Billion Tree Growing and Restoration Initiative, which has already surpassed 1.06 billion trees planted, contributing directly to Kenya’s NDCs and community climate resilience.
“Inclusion and innovation are not parallel ambitions, they are the twin engines driving Kenya’s sustainable future,” she said, adding that Kenya’s climate leadership “is not only about ambition but it is about action, inclusion, and impact.”
Representing county leadership, Hon. Dr. Wilber Ottichilo, Governor of Vihiga County, reaffirmed the critical role of devolved governments in implementing Kenya’s climate agenda. He called for greater inclusion of counties in national policy implementation and climate finance mechanisms.
“As counties, we stand ready to play our part in driving Kenya’s climate agenda. However, the operationalization of the National Climate Change Council and Fund must ensure full county inclusion in policy implementation and carbon market regulation,” he said.
Dr. Ottichilo noted that limited coordination and the absence of mechanisms for consolidating county-level climate data continue to hinder progress in tracking contributions to national targets. “We need robust systems that make local results visible at the national level,” he urged.
He added that climate action requires collaboration that transcends government boundaries. “Tackling the climate crisis requires deep partnership between national and county governments, development partners, the private sector, academia, and communities. Only through shared responsibility can we mobilize resources, strengthen institutions, and unlock the power of locally led action.”
Echoing this spirit of cooperation and transformation, Bishop Margaret Wanjiru, Chairperson of the Nairobi Rivers Commission (NRC), urged stronger coordination and accountability frameworks that connect national ambition to community action.
“This Summit comes at the right time in Kenya’s climate journey. As the world prepares for COP30 later this year and ultimately COP31, this platform offers us an opportunity to consolidate our national commitments and demonstrate Kenya’s leadership in moving from policy ambition to practical delivery,” she said. “The outcomes of this Summit will fit directly into our global reporting posture, showcasing the concrete progress Kenya is making in implementing its climate priorities—from clean energy transition to locally led adaptation and integrated river basin management.”
As the institution leading the Nairobi Rivers Regeneration Programme, the NRC is demonstrating how integrated, multisectoral approaches can deliver real impact on the ground—restoring ecosystems, revitalizing urban spaces, and empowering communities.
“Through the Nairobi Rivers Regeneration Project, we have witnessed how environmental restoration can drive urban renewal, social inclusion, and economic empowerment, especially for our youth and riverine communities. When rivers flow clean again, livelihoods flow with them,” Bishop Wanjiru observed.
As the world looks toward COP30 in Brazil, Kenya is consolidating its progress under the Nairobi Declaration and reaffirming its leadership in Africa’s unified climate agenda. The Summit’s outcomes will feed directly into Kenya’s global reporting, reflecting the nation’s growing capacity to translate vision into verifiable results—from carbon market reforms and green industrialization to nature-based solutions and community-led resilience.
