Libya Energy Summit 2027 Focuses on Upstream Growth
Libya will place upstream oil and gas development at the center of discussion during the Libya Energy & Economic summit 2027 with the introduction of a dedicated Upstream HuB which is aimed at advancing exploration, production growth, digital transformation and natural gas development.
Scheduled to take place in Tripoli from January 23rd to 25th, 2027, the summit’s specialized platform will bring together officials from the Ministry of Oil and Gas, National Oil Corporation, International Energy Companies, oil service providers and also investors to examine the next phase of Libya’s upstream expansion strategy.
This initiative follows Libya’s first upstream licensing round in 17 years, which marked the country’s return to large scale exploration opportunities. Authorities are now focused on moving awarded exploration blocks into development while preparing for a second licensing round expected in late 2026 or in early 2027.
During the 2025/2026 licensing round, Libya offered 22 onshore and offshore survey blocks across key hydrocarbon basins. Five blocks were awarded to international operators, with production sharing agreements finalized in June 2026. The remaining parcel of land is expected to be reintroduced under the revised Exploration and Production Sharing Agreement framework, which is intended to enhance the country’s investment attractiveness.
One of the opening sessions at the Upstream Hub will examine the expectations for the upcoming licensing round, including updates to the EPSA-V Framework, panned commercial reforms and exploration priorities which are designed to encourage greater participation in future bidding opportunities.
Exploration potential production regions will also be a key focus. The discussions will cover the opportunities in Sirte, Murzuq and Ghadames basins, alongside offshore prospects in the Pelagian Basin and the frontier deepwater areas. These efforts support Libya’s objective of increasing crude oil production from approximately 1.4 million bareels per day to 1.6 million barrels per day, with a long-term production target of 2 million barrels per day.
Technology deployment is expected to feature prominently throughout the event. Sessions dedicated to artificial intelligence, digital oilfields and smart production will explore the adoption of AI assisted drilling, real tie field monitoring, cloud-based analytics and automated production management systems that are being incorporated into Libya’s upstream operations.
The agenda will also address the strategies for accelerating production through brownfield redevelopment, enhanced oil recovery and unconventional resource development. Industry participants are expected to discuss ongoing investments in mature oilfields and exploration programs as Libya works towards increasing their annual drilling activity to between 70 and 100 exploration and appraisal wells.
Developing domestic industry capacity remains another priority for the sector. A dedicated session will focus on local content policies, workforce development, technology transfers and the collaboration between international operators and Libyan service companies to strengthen long-tern operational capabilities.
Natural gas development and lower carbon production practices will also form part of the programme. The discussions will determine opportunities to expand offshore gas production, strengthen domestic gas supplies and increase export potential, while also exploring emissions reduction initiatives, methane management and digital technologies that improve operational efficiency across upstream assets.
By introducing the Upstream Hub, the Libya Energy & Economic Summit 2027 Is expected to provide a focused platform for industry stakeholders to discuss investment opportunities, licensing development, technological innovations and production strategies shaping the future of Libya’s oil and gas sector.
