Kenya, World Bank explore deeper ties on carbon markets
Kenya’s Principal Secretary for Environment and Climate Change, Eng. F. Ngeno, has held bilateral talks with the World Bank on strengthening cooperation around circular economy and carbon markets.
The meeting with Valerie Hickey, World Bank Director for Environment for Kenya, took place on the sidelines of the United Nations Convention to Combat Desertification (UNCCD) COP17 in Ulaanbaatar, Mongolia.
The talks centred on circular economy as a framework for sustainable waste management. Ngeno said the sector remains a national priority, anchored by the Sustainable Waste Management Policy and Act, as well as Extended Producer Responsibility (EPR) Regulations, which now serve as a principal economic instrument in the transition.
The meeting flagged persistent challenges facing the sector, including waste segregation at source, legacy waste management, and the establishment of Material Recovery Facilities. Ngeno called for a whole-of-value-chain approach involving national and county governments, the private sector and development partners.
He also welcomed the World Bank’s continued support for Kenya’s carbon markets, noting that the country’s Carbon Markets laws have strengthened community safeguards while improving transparency and accountability in the sector.
The two officials discussed potential areas of cooperation, including a National Circular Economy Strategy and investment framework, blended-finance facilities for recycling and resource efficiency, integrating circular economy projects into Kenya’s carbon market pipeline, and developing systems to measure circularity and greenhouse gas reductions.
They further explored how circular economy projects could become carbon-financeable by quantifying their emissions benefits, a move that could help high-integrity projects access carbon finance and generate internationally transferable mitigation outcomes.
